Ahsen Abbasi is the Senior Technical Manager, Operations at Iridium’s Satellite Network Operations Center where he is responsible for the cost, schedule and technical performance of Iridium’s Real-Time-Operations. He has over 20 years’ experience in satellite constellation development, deployment and operations. From system concept of operations development, to launch operations management, to the operations and maintenance of a satellite system, Ahsen has lead multi-faceted teams in all life cycle phases of space systems in the commercial, civil and military domains. His expertise in satellite ground systems software and hardware deployment have provided a pathway for operational efficiency in large scale satellite constellation networks. He has published papers on the deployment and sustainment of constellation based space systems. Ahsen received both his Bachelors and Masters Degrees in Aerospace Engineering from Virginia Tech.

Katherine “Katie” Arrington currently is the Chief Information Security Officer for the Office of the Under Secretary of Defense for Acquisition. In this position, she serves as the central hub and integrator within the Office of the Under Secretary of Defense for Acquisition and Sustainment, OUSD(A&S), to align acquisition cyber strategy.
As the cyber lead and programmatic analytic advisor for strategic cyber programs, Ms. Arrington is responsible for conducting analysis within the major defense acquisition program portfolio and across the Department of Defense. This cross functional analysis will ensure transparency within the acquisition strategy, interoperability between enterprise networks, and compliance strategies for cyber initiatives. She also meets with key Cyber personnel (across both DoD and Federal Agencies) as well as legislators to ensure that changes made in the National Defense Authorization Act (NDAA) are supportive in reaching the goals of decreased spending and increased compliance with current and future standards. The final focal point will be on protecting the Department’s intellectual property/data and securing our weapon systems and critical infrastructure.
Before assuming her position in OUSD(A&S), Ms. Arrington had an extensive career as a legislator and senior cyber executive. Ms. Arrington was a candidate for South Carolina US House of Representative 2018 and a South Carolina State Representative for 2 terms. She has substantial experience and capabilities in cyber strategy, policy, enablement and implementation across a wide range of domains, including DoD, Federal, Healthcare and State. She acquired her experience in cyber over the past 15 years with Booz Allen Hamilton, Centuria Corporation and Dispersive Networks. This has given her the unique experience of working at a large business, small business and non-traditional contractor for the government. She attended Canisius College in Buffalo, NY.

Lieutenant General Robert P. Ashley, Jr. became the 21st Director of the Defense Intelligence Agency on 3 October 2017. He formerly served as the Army Deputy Chief of Staff, G-2, where he was the senior advisor to the Secretary of the Army and Army Chief of Staff for all aspects of intelligence, counterintelligence and security.
Lieutenant General Ashley is a career army military intelligence officer with assignments in Fort Bragg, NC, Washington, DC, Fort Gordon, GA, MacDill Air Force Base, FL, Izmir, Turkey, and deployments to Operation JOINT FORGE, Sarajevo, Bosnia-Herzegovina, Operation IRAQI FREEDOM, Iraq, and Operation ENDURING FREEDOM, Afghanistan.
He has commanded at the company, battalion, squadron, and brigade levels with combat tours in Iraq and Afghanistan as a squadron, brigade commander, and J-2. His commands include the 206th Military Intelligence Battalion, Fort Gordon, GA, Intelligence Squadron, Office of Military Support, Washington, DC, and the 525th Battlefield Surveillance Brigade (Airborne), XVIII Airborne Corps.
Other key assignments include the Director of Intelligence, United States Army Joint Special Operations Command; the Director of Intelligence, United States Central Command; the Deputy Chief of Staff, Intelligence, International Security Assistance Force and Director of Intelligence, United States Forces, Afghanistan; and Commanding General, the United States Army Intelligence Center of Excellence and Fort Huachuca, AZ.
Lieutenant General Ashley has a Bachelor of Arts degree in Political Science from Appalachian State University, a master’s degree in Strategic Intelligence from the Defense Intelligence College and a master’s degree in Strategic Studies from the United States Army War College. His awards and decorations include the Defense Superior Service Medal (2OLC), Legion of Merit (1OLC), and Bronze Star Medal (2OLC). James Arden “Jamie” Barnett, Jr. is a retired Rear Admiral in the United States Navy, serving for 32 years as a Surface Warfare Officer. He is one of the founders of the American College of National Security Leaders. His final assignment in the Navy was Deputy Commander of the Navy Expeditionary Combat Command (NECC) during the height of the wars in Iraq and Afghanistan. NECC consisted of approximately 40,000 specially trained Sailors such as the Seabees, Explosive Ordinance Disposal personnel, Coastal Warfare and Riverine units, with approximately 8,000 of these Sailors deployed to combat zones. His previous flag assignment was Director of Naval Education and Training in the Pentagon.
Upon retiring from the Navy, Rear Admiral Barnett was named as the Chief of the Federal Communications Commission’s Public Safety and Homeland Security Bureau. He was responsible for overseeing FCC activities pertaining to public safety, homeland security, emergency management and disaster preparedness. Under his leadership, the Bureau proposed major initiatives for Next Generation 9-1-1. He worked actively on a nationwide, interoperable public safety broadband network for first responders, including a rulemaking that designated the Long Term Evolution (LTE) technology for that network. He established the Cybersecurity and Communications Reliability Division in his bureau and led the Commission’s team in developing policy to fight botnets and improve the security of Internet routing and the Domain Name System. He proposed and helped conduct the first nationwide test of the Emergency Alert System.
Before joining RigNet, Rear Admiral Barnett was a partner in a major law firm in Washington, D.C. where he was the Chair of the Telecommunications group. In 2015, he was named as a Top Lawyer in DC for cybersecurity by the Washingtonian magazine. He has written pieces for or been interviewed by The Washington Post, Newsweek, Roll Call, The Hill, Politico Pro, Communications Daily, The Washington Examiner, FedScoop, TR Daily, CIO Magazine, New York Times, Baltimore Sun, Network World, National Defense Week, Stars and Stripes and Law360 and has been interviewed on CNN, Fox News, MSNBC, Bloomberg News as well as local Washington, DC stations.

Ron Einhorn is Airbus US’ lead systems engineer supporting the development of the ARROW satellite bus for US Government missions. He is also Airbus’ program manager for a Department of Defense program evaluating a constellation of low earth satellites.
Prior to joining Airbus, Mr. Einhorn worked at SES Government Solutions serving as Vice President, Government Programs. In that position, Mr. Einhorn led all classified business activities supporting the Intelligence Community, State Department, and Department of Defense. Mr. Einhorn developed and supported commercial satellite communication solutions for remotely piloted aircraft and manned aircraft operations. He developed end-to-end communication solutions which included delivering user antennas for remote sites, satellite bandwidth, teleports, and terrestrial backhaul circuits. He supported future capability studies to improve performance, resiliency, and information assurance for U.S. Government space and ground architectures. Prior to SES, Mr. Einhorn supported NRO’s Mission Support Directorate and the Joint Staff/J39.
Ron Einhorn served 20 years in the U.S. Air Force supporting various space and missile operations and acquisition activities. Mr. Einhorn’s USAF career included assignments supporting the NRO at Cape Canaveral AFS, OD4 in Sunnyvale, CA, and at HQ NRO. Mr. Terry Halvorsen started with Samsung electronics on April first of this 2017 as an Executive Vice President in the Business to Government group. He has since been appointed as the Chief Information Officer and Executive Vice President IT and Mobile Business to Business group Samsung Electronics.
Prior to Joining Samsung Electronics, Mr. Halvorsen Served as the Department of Defense Chief Information Officer from March 8, 2015 to February 28 2017. He previously served as the Acting Department of Defense Chief Information Officer from June of 2014 until March of 2015. He was the Department of the Navy Chief Information Officer from November 2010 until May of 2014.
As DoD CIO, Mr. Halvorsen was the principal advisor to the Secretary of Defense for information Management / Information Technology and Information Assurance as well as non-intelligence space systems; critical satellite communications, navigation, and timing programs; spectrum; and telecommunications. He provided strategy, leadership, and guidance to create a unified information management and technology vision for the Department and to ensure the delivery of information technology-based capabilities required to support the broad set of Department missions. As the Department of Navy CIO, Mr. Halvorsen was the principal Information Technology, Information Assurance and privacy policy advisor to the Secretary of the Navy.
Before serving as the Department of the Navy CIO, Mr. Halvorsen was the Deputy Commander, Navy Cyber Forces. He began serving in that position in January 2010 as part of the Navy Cyber reorganization. Previous to that, Mr. Halvorsen served as the Deputy Commander, Naval Network Warfare Command. He was responsible for providing leadership for over 16,000 military and civilian personnel and supporting over 300 ships and approximately 800,000 globally dispersed computer network users. In this position he was responsible for the business performance of Navy network operations, space operations, information operations and knowledge management.
Mr. Halvorsen served as an Army intelligence officer active and reserve in a variety of assignments, including Operations Just Cause and Desert Storm. He holds a bachelor's degree in history from Widener University and a master's degree in educational technology from the University of West Florida. He is a Rotary International Paul Harris Fellow and an Excellence in Government Leadership Fellow. He was awarded the Distinguished Presidential Rank Award for Civilian Executive Service in 2017.

David has over 20 years of experience in the Information Security field, 15 of them with Hughes Network Systems. He has worked for major universities, large government agencies, and as a consultant for a variety of corporations. As Director of Network Security for Hughes, one of David’s responsibilities is security oversight of satellite systems, ensuring planned threat mitigations and providing guidance from initial development through launch covering not only cyber threats but also threats to physical ground and space segments. He started out as a firewall and IDS analyst heading up the first IDS ever installed at the USDA. He went on to perform penetration testing, risk assessments, and worked at an MSSP monitoring customer IDS. David earned his CISSP in 2005, GCPM Gold in 2009, and PCI ISA in 2015. Previously, David has worked for SANS building demonstration networks at security conferences and mentoring CISSP training sessions. Tanya Pemberton is senior vice president of the National Systems Group at The Aerospace Corporation. Pemberton is responsible for the company’s support to the national security space and intelligence community in the acquisition, launch, and orbital operation of advanced technology space systems and their supporting ground systems. She assumed this Chantilly, Virginia-based position in September 2019.
Prior to joining Aerospace, Pemberton was the chief information officer and director of Information Technology (IT) Services for the National Geospatial-Intelligence Agency (NGA). There, she led and directed NGA’s mission and enterprise IT development and operations, transforming NGA’s technical infrastructure into a modern, cloud-based, data-centric architecture to better serve the geospatial intelligence needs of the nation. As CIO, she also oversaw strategy, policy, implementation, and governance of NGA’s IT investments.
Pemberton has more than 30 years of experience in both industry and the federal government, delivering large-scale technical systems and working problems across multiple business sectors to include space systems, mission ground systems, information technology, and analytic organizations. Over the past decade, Pemberton served in a number of senior executive assignments to include chief of staff, associate deputy director for Science and Technology, and director of the intelligence community’s Open Source Center. Earlier in her government career, she served at the National Reconnaissance Office leading and managing the acquisition and development for a variety of technical initiatives and programs in the Geospatial and Signals Intelligence Directorates. Most notably, she served as program director for a next-generation, multibillion-dollar imaging satellite system, managing acquisition, development, and delivery.
Previously, Pemberton worked as an aerospace engineer at Hughes Space and Communications where she developed and applied her engineering and management skills in the areas of mission analysis, spacecraft design, and program management on both government and commercial projects.

Kristie Pfosi stands at the forefront of one of the automotive industry’s greatest challenges: cybersecurity. A respected policy maker and program manager with deep technology expertise, Kristie has been a champion for cybersecurity best practices for more than a decade as a technical intelligence officer at the CIA and as an OEM employee, most notably helping FCA shore up their cybersecurity practice after one of their vehicles was infamously hacked.
Her wide-ranging background in automotive also includes designing minivan seats, developing advanced service diagnostic tools, and working on internal combustion engine technology at leading automotive companies such as Magna and MAHLE Powertrain.
Today Kristie is responsible for creating and implementing processes and methodologies for global incident responses, vulnerability management, and risk assessments at Mitsubishi Electric Automotive America. Her work also involves developing and integrating cybersecurity protection into advanced vehicle electronics with a focus on defense-in-depth and next-generation security.

deployment at DISA. She has authored MITRE papers on the topic of Cloud Security and developed
courses for the MITRE Institute’s Cloud Computing Learning Path (CCLP). She is on the Board of
Directors for the Cloud Security Alliance (CSA) Washington DC Chapter and teaches Cloud Computing for
the GWU School of Business and Columbian College of Arts and Sciences. At Hughes Aircraft, Mari was a Satellite Systems Engineer and Masters Fellow. Before joining MITRE, Mari
worked for an array of government engineering firms including SAIC, ManTech, NJVC,
and DMI. She has provided IT systems engineering to a variety of Federal agency missions
including those of the Intelligence Community. Mari holds a D.Sc. in Engineering Management from the
George Washington University, a MSEE from the University of Southern California, and a BSME from
California State University Northridge. She is also

Dean Teffer is Vice President of Engineering at Slingshot Aerospace, an early stage startup focusing on sensor integration and interactive data analytics in the space situational awareness and geospatial intelligence industries. He has over 20 years of experience in R&D focused on computational statistics and machine learning, including bringing multiple data-driven products to market.
Previously, he was Director of Data Science at JASK, an enterprise security startup where he led both data science and data engineering teams across ingestion, automated detection, and interactive / collaborative learning. Prior to that, he was Principal Investigator for a portfolio of DoD and Intel Community programs including applied research and a multi-year operational counter-intelligence platform. He also founded and sold a startup in the vehicular traffic space to Siemens US.

James L. Turgal, Jr, Executive Assistant Director (EAD), Information and Technology Branch, entered on duty in March 1996 and was assigned to the Houston Division, working Organized Crime and Drug investigations. Upon being promoted as a Supervisory Special Agent, he was assigned to FBI Headquarters, Office of General Counsel and the Counterterrorism Division, as the senior counsel for Domestic Terrorism Operations.
In 2002, Jim was assigned to the Cincinnati Division as Chief Division Counsel, Media Spokesperson, and Supervisory Special Agent. Four years later, he returned to FBI Headquarters to lead the Director’s Research Group.
He later became the Assistant Special Agent in Charge of Administration at the Washington Field office.
In 2010, Jim was selected to serve as the Special Assistant to the Deputy Director, providing counsel on various national security, criminal, and administrative issues affecting the FBI. One year later, he was designated Special Agent in Charge of the Phoenix Division, where he oversaw several high profile cases, including the shooting of U.S. Congresswoman Gabrielle Giffords. In 2012, Jim returned to FBI Headquarters, as the Deputy Assistant Director of the Human Resources Division (HRD).
In August 2013, Director Robert S. Mueller, III appointed Jim as the Assistant Director (AD) of the HRD. During this time, he served as the AD and Human Resource Officer.
On February 10, 2016, Director James B. Comey, Jr. announced the appointment of James L. Turgal, Jr., as the EAD of the Information and Technology Branch.
Jim is also a FBI certified pilot.

Jaisha Wray is the Director for International Cyber Policy in the Cybersecurity Directorate of the National Security Council. In this role, she is responsible for building and enhancing cybersecurity partnerships with countries ranging from our closest allies to emerging partners and developing economics. She previously served as the Acting Deputy Director of the State Department’s Office of Emerging Security Challenges where she contributed to the formulation of outer space and cyber stability policies and diplomatic strategies. At the State Department, she also served as a Political Officer at U.S. Embassy London and as a Foreign Affairs Officer in the Office of Missile Defense and Space Policy. She began her government career as a Presidential Management Fellow where she completed rotations in the Space Policy Directorate of the Office of the Secretary of Defense as well as in the National Reconnaissance Office. Ms. Wray holds a B.A. in Political Science from the University of California at Los Angeles as well as a M.A. in International Relations and a Master of Public Administration from the Maxwell School at Syracuse University. She has completed the International Space University Space Studies Program and the Harvard Kennedy School’s Executive Education course on cybersecurity.

He has previously served as the Deputy Director of the Office of Cyber Security in the Cabinet Office responsible for the planning and resourcing of the National Cyber Security Strategy and prior to that 30 years in the Royal Air Force which culminated in a role leading the MOD’s Cyber Development; working in close partnership with security agencies and international partners. He has served as the Special Advisor on Cyber Security for the House of Commons Defence Committee, chaired the Cyber Advisory Group for the Olympic Games; and more recently he chaired the UK pan-sector Emergency Executive Committee for Cyber Security in the Energy Sector. He served as a Non-Executive Director on the Board of LCH ltd (the London Clearing House) within the London Stock Exchange Group and remains an advisor to the Oxford University Cyber Doctoral Training Centre and member of the expert panel on the International Cyber Capacity Centre at Oxford University.

Renee P. Wynn is the NASA Chief Information Officer. Wynn joined NASA in July 2015 as Deputy Chief Information Officer. She came to NASA from the Environmental Protection Agency where she had served as the Acting Assistant Administrator for the Office of Environmental Information since July 2013. Ms. Wynn has 27 years of federal service. She was with EPA for more than 25 years, and joined the Office of Environmental Information in April 2011. Beyond the experience she gained since joining the information management and technology arm of the Agency, Ms. Wynn served in EPA’s Office of Solid Waste and Emergency Response and the Office of Enforcement and Compliance Assurance.
Ms. Wynn has managed program administration for science, information management, and international programs; regulatory management; budget formulation and execution; contracts, grants and interagency agreements; long term strategic planning and analyses; and environmental and administrative policy. Ms. Wynn holds a Bachelor of Arts in Economics from DePauw University, Indiana.
